The "best-on-offer" condition is defined as: The absence of declared, high-threat invasive species (as identified in Table 1), verified through regular monitoring, within a landscape governed by a publicly available, resourced, and actively implemented invasive species management plan.
Invasive Species Presence is measured by the absence of reproducing populations of declared high-threat species combined with the existence of an active management framework.
A composite indicator reflecting that in urban landscapes under constant propagule pressure, high ecological health is an actively managed state.
The continuous pressure of new introductions means that a static measure of "zero cover" is insufficient; a process-oriented benchmark reflects a state of active, informed stewardship.
